I have a samsung hlp5063wx/xaa Everybody, almost has told to replace the lamp. I did,still nothing. My question is, if the color wheel quits, will this keep the lamp from working. It was whining for a few months.

The lamp is usually a good place to start, but given that you were hearing whining sounds like there was a color wheel issue.
The television is wired to quit if there are things are wrong, like the color wheel. So yes, if something's wrong there it might not let the TV start up.
Did you look at the color wheel when you had the lamp out? Sometimes you can see that it's broken. Otherwise, it just may not be spinning any more.
